You can only farm the most recent raid for spoils, so no Templar is no longer the best

The best right now would probably be Witness if you know how to prebreak the buttons and can 1 phase

I’ve completed witness but haven’t done the rest of the raid. (I definitely can’t one phase)

All you need to 1 phase is 1 warlock with a well (you can tank the beams with 2 solar+1 concussive resistance) and 5 people with damage supers (goldies, axes, novas), all using whisper (since you can tank you don't have to move)

The guy on well can just run sanguine alchemy to compensate the lack of a damage super with x4 surges plus an extra 10%

The only thing you can't tank is the grounded attack that requires jumping
