Is there a way for me to get this cloak. I did the first failsafe quest for Episode 1 but I can't do any breach missions because it says I dont have episode 1. Do yall know how to fix it or another drop location for the cloak

The first mission is free, the rest of the content will need to be paid for. You can’t buy just that season, so you’ll need to buy the annual pass.
Bungie has made seasonal content free last content year, and maybe the year before towards the end of the content year. So you could wait and see
