Does anyone know how many red borders from you are guaranteed per character/account?
Also is the best way to farm neomuna red borders weapons still heroic public events

it's one guaranteed red border per account per week for each raid

i couldn't tell you much about neomuna red borders tho, but i'd assume heroic events or terminal overload
