Lol that's because Bungie's track record here is confusing. It's supposed only be the current raid, SE, and I believe the weekly raid, KF.
But Root was farmable during Crota. I have no idea if Root and Crota are still farmable, but they might be tbh.

whats supposed to be is: SE farmable for spoils past the first clear on a character, rotation raid farmable for loot only and any other raid drops loot and some spoils once per char per week
