Does raids actually drop spoils now?

I thought raids didn't drop spoils I did a raid today and I thought it dropped spoils on the encounters. What happened?

iirc, non-pinnacle raid gives 3 spoils per first-per-week encounter clear while the pinnacle gives 5 but only on repeats.

rotator is 5 but on repeat playthroughs

Latest doesn't give any outside secret chests on first run. Only 5 per encounter on repeat completions.
