you need to have atleast one fragment you havent unlocked on a character for them to drop

AH thats why it didnt drop for me, I was playing on my titan with fully unlocked fragments. I should be doing it on my hunter/ warlock worryRope

This confirms that it supposed to be working as intended then, apaprently i need to do it on another character with fragments not unlocked yet
