Dual Destiny Witch not showing up

I'm trying to get access to Dual Destiny, but after i complete overthrow, the witches don't show up? (no message bottom left corner)

just go to the area where they spawn (search it up) i unlocked it today too, and the message didnt show up until i got cloeser

I had this issue for a while, I’m fairly certain you need to do all the overthrows in every location first and then you can get them. I’m still in the process so I might be wrong

It's weird, but I've found that when taking people to get them they always spawned if I did in the order of Impasse > Landing > Blooming. But if I started with Landing first, they often wouldn't spawn.

do each overthrow 3 times then do them again this time looking for the bosses
