The bubble is just a free precision spot for precision weapons. Divinity debuffs the target by 15% no matter where people hit
As mentioned by arbiter, use div when your team is using precision weapons on a boss that moves or the crit is hard to hit

or just use tractor for the bigger debuff and just hit your shots
