Dual Destiny exotic

Hey, I have tried to unlock the Dual Destiny now twice. I complete the Overthrown in the Landing, but I cant find the guys I need to kill afterwards? Am I missing some steps first?

while there's nobody around after you complete it there will be - in some distant corner of the map - a taken wizard or something. I often only find them in the final few seconds of looking everywhere.

you need to have completed 1 overthrow in each zone ever before they can start spawning

they also only spawn in 1 specific location in each zone so after completing an overthrow go to there and wait
