As soon as your character has fully drawn the bow string back. If you hold it for too long it'll no longer be considered a perfect draw.
So fire as soon as the bow is fully drawn/your character stops moving their arms.

The dmg increase isn't that big. You'll not be using Ticuu for Single Target anyway, just trash clearing
