Magazine that affects charging speed on crafted weapons

I tried certain magazines that said they affect charging speed but it doesn't change the number. Masterwork however does show it changing in the number. So does it change or not?

If it doesn’t change the charge time when you select it, then it should not have any effect. If it’s max charge time, I don’t think any perks can exceed that
