Does anyone know why collective action doesn't proc from stasis shards?

Been having issues with collective action not activating when I pick up a stasis shards. Anyone know why?

Picking up an elemental pick up or destroying a tangle grants a damage bonus. Void fissures, fire sprites, ionic traces, stasis shards, and destroying a tangle are considered pickups
