I have the same issue with my friend

I already unlocked it, and we looked everywhere 3 times but it didn't spawn the enemy we need to find..

Ive found two possible solution from the internet,

#

1st full clear all three of the overthrows and clear it again.
2nd solution is complete alone in the dark quests and destined heroes quests
