Dump them until you prestige Rahool, then you can start getting Exotics you haven't obtained

Complete Rank 17 and claim his last reward, thereby resetting him back to Rank 1. When you reset Rahool for the first time

he'll give you a new exotic focusing option that allows to get unobtained Exotics

Yeah you level up by decoding engrams and he resets every season, not sure about keeping the extra focus option but for right now this is how you get Exotic Armor you don't have
