They aren't guaranteed to spawn sadly. I think it might be a bug on Bungies end (when I did it, it took 30+ seconds for them to spawn).

i had this same problem yesterday and after doing some of the lost ghost missions and the alone in the dark mission they did spawn. Not 100% sure if its related

Okay for me, I had to complete each set of overthrow once and then complete them again and the wizards spawned
I spent 5 hours until I saw a Reddit comment stating this, tried it and it worked out right away
