Is there any other place to focus an exotic engram other than master rahool and monument to lost lights? If so, some advice on how to use them?

You need to Prestige Rahool once (you get rep for him by decoding engrams)

Yes, complete Rank 17. After that, he will have a new focus option for you to use your exotic engrams and a cipher to randomly roll an unobtained exotic

How does one get higher stats om armor?

Most effective method at the moment is Seasonal Vendor focusing. So once you've unlocked all the Echoes armor, save your engrams to use on armor focusing

While your doing that you can put a focus mod on your ghost to make sure one stat is at least +10 on every roll

Usually you want to pick one of the bottom 3 stats to focus
