Yes, as long as your standing in your own rift, as for Rally Barricade, the difference in range is quite minimal (like +5 I think)
So I think any accuracy decrease would be minimal as well if it's even there to begin with

Yeah I don't know, I just couldn't tell you much about the mechanics of Rally because I'm a Big Barricade user myself, test it with a friend?
