Should i purchase SK and BL packs for their raids/dungeons and weapons?

IDK the price in your country, but the shadowkeep dungeon and raid are both quite decent, with very good exotics tied to them

Beyond light doesnt have a dedicated dungeon to it, but the raid is fun (raid exotic is fun but niche)
