#No "The Relic" questline

Hello, ive been trying to figure out how to craft weapons and what not for a little bit.

After a further look into my journey i seen a rank progress mission named weapon shaping, in it, it says to complete 2 missions, "The Arrival" and "The Relic".

I already completed The Arrival, but i cant seem to find The Relic questline. I searched it up and it says to speak to Ikora which is at the top of the hill on the left side

i went up there and shes not there. I also looked at all my quests and i cant seem to find one that pertains to The Relic.

Im currently at what i assume to be the forge, and it states "Relic Inactive" and "Relic Conduit Inactive"
