This is a yes and no. Yes atleast one person needs to be at light for master, but if atleast one person is there, the others should get pushed up to -5 of their power
Unless fireteam power scaling isn't active in master raids similar to contest mode

Im not home rn but you can check if it says something along the lines of "fireteam power scaling disabled" (i dont know the exact line but i know it shows it for salvations edge currently cause of contest)

Contest is substantially harder than master. Current contest is -25 + assumably the additional day 1 scalar, while master is only -20.

On the other raids it rotates along with the weekly pinnacle. Rn thats last wish, but since last wish doesnt have a master mode its not there
The next one of the other raids it will be is likely vog, which should be in about 3 weeks
Lw -> gos -> dsc -> vog -> vow -> kf -> root -> crota -> lw -> etc
