Same issue here. Just don't have the quests needed to unlock the aspects on my alt character..

yea I think its glitch cuz my warlock I finish the story and didnt get the into the dark quest

and on my titan I paid the 2000 silver for skip and also didnt get the quest

This was the solution. I don't know if it's a bug that you don't get the quests, but you ge the prismatic rewards from the blinking banner quests in the pale heart, at the lost city.

queens, part 2 should also give some aspect or mele dunno I haven't finish it yet

YES, the hollow quests as well. I got the melee and grenade from queens, and the other adventures drop more.
