You need to farm engeams and decrypt at rahool to rank him up until you get page 3 focusing
Then you can use a cipher to unlock it
It's dumb and stupid, maybe it randomly drops from engrams

You need page 3 unlocked

once you get to rank 16 you can use ciphers to unlock a specific exotic
i'm pretty sure you can just slam open the engrams to unlock gyrfalcon tho
If you don't unlock it by the time you hit rank 16 to unlock the cipher focusing then you can use a cipher
