How do you get the new exotic armor

If you complete the campaign on legendary you get to choose 1 of 2 exotics I’m not sure how to get the other tho

Rank up rahool vender to lvl 16 and you get teir 3 focusing which mean you can get any exotic armor including new ones

They only cost 1 cypher and 1 exotic engram
