I tried the common recommendation of equipping a masterworked Osteo Striga and reshaping a different weapon while having the OS equipped, but that didn't fix the bug for me. Is there anything else I can try?

Never mind, I just fixed the issue. I crafted a second Osteo Striga, leveled it to ten, and then applied the catalyst while having my masterworked OS equipped.

I didn't even have to finalize the shape; as soon as I selected the catalyst it unlocked the triumph.

If anyone reads this and is having this issue, try doing the method explained above.
