It gives me a very self-sustaining build. Is there any perk or subclass that will heal me off of arc damage kills? If not, I think devour might still work for me but I'm not sure.

Unless you are using arc hunter with assassins cowl arc doesn’t really have and sustain/ healing like devour or restoration
