I'm trying to unlock crafting but I get "Relic Inactive" in the Enclave. I did the first mission in The Witch Queen campaign but nothing changed. What am I missing?

I don't think it's the very first mission, there are likley more quest steps you need to do.

I believe i don't need to "own": The Witch Queen. Any idea where I can find those steps?

first wq mission called The Arrival

the first weapon shaping quest called something like "Shaping Extraction". It'll have you craft the enigma and level it up with multiple steps.
