Tbh it taking two shots to freeze wouldn't make a difference to me I would never ever use it for that either way - if I want to freeze with chill clip I'd just use a fusion rifle

Chill clip stuns overloads if you're not radiant that already makes it better than literally every other 4th column option on blinding grenades that I'm aware of
