I took an extended break from the game and when I came back I noticed my text chat was disabled. I'm on PC and every time I turn text chat on it just immediately flicks off again.

I have this issue currently, never got the birth day confirmation, was also on extended break. Contacted support and submitted my id to change my DoB
and they say they cannot collect information from players under certain age without parents consent and they dont have a system for collecting parent's consent yet.

Submitting my ID worked, and surprisingly fast too. I have a bunch of community submissions on their forum from like 2 years ago that were never approved so I really thought I was cooked lol. Thanks for letting me know

So you'll head to bungie.net/help and in the search bar type "Contact Form: Data Privacy Request".
A huge drop down list will pop up as you type and you should see the right link appear as you type.
Scroll to the bottom of the article and click "Submit Request". For the subject, I put "I need to change my birthdate".
For the next box, "Which data privacy right do you wish to exercise?", choose "Correct my data". After all that, you just have to drop the pictures of your ID in the box at the bottom.
For added flavor, I put "I just want to use text chat, man..." in the "extra comments" box although I don't really know how much that helped.
