I've been try every other method of getting exotic engrams to chance it, but I'm not at the power to do master and legend lost sectors.

Yes, it only comes from Lost Sectors.

You should really only be doing Legend which you can do at 1815. Masters ratio of difficulty to loot payout isn’t great so just banging out Legends is your best bet if you’re not well past the recommended.
