Cuz for me whenever I select the text chat to on it goes immediately to being off

You can change your region with the /region command. Must be performed in one of the text channels.

In the latest twab,they said text chat will be turned off by default for the "young players" which I assume means 18 or 21,the legal age or whatever in your region.
