You dont really need handling. Id say its better to run stability on it for pve.

This is because you arent using it for swaps so handling doesnt really matter. What does matter is the anti-flinch that stability gives

Whisper's damage uptime is good enough that you can probably go for No Distractions instead for reliability.

With the reserves buff it just got, I don't think there's really a single dps encounter in the game where it'll run out of ammo in a phase.

It might not run out of ammo immediately if you 1 phase a boss but you’ll have more ammo for when you go for a second phase
