#Cant buy and cant type in chat

For some odd reason I cant buy anything from the shop and gives me a pop up saying "purchase not allowed, this action cannot be completed."

The only way I can purchase anything is by going on steam, buying the silver there and waiting for the silver to be put in my account before I can buy anything.

As for the text chat, it's pretty much non-existent... The pop up isn't there and I cant type anything. My settings are,
