Technically it is against their terms of service but there has been no record of them actually enforcing their ban on macros (i.e. no one has been banned for using one)

Except i think for some afk farm macros maybe

They havent really addressed what is allowed and what isnt allowed clearly but in general bungie is heavily against using virtual inputs to spam buttons or other third party apps

It falls under automating gameplay which can be abused for stuff like afk xp farming which bungie does not like for example
