You don't. It's a bungie sided issue, no news on a fix yet. You could post on their help forums and tell them your specs

i had been hearing that it could be due to them doing something with your
date of birth and if your not 18 years or older then you cant use text/voice chat

Could be but I highly doubt it, everyone lies when asked to put in their birthday (or is that just me...?)
