i say starting with the seasonal content (szn 23) helps you catch up and get some good weapons

mainly hunter and warlock
currently stil on current season linear/witherhoarde but idk what good energy primary to use
Hunter-solar is op right now. In terms of legacy weapons you can usually find something that outclasses it now due to powercrerp
Witherhoard I think is decent. I usually run a shotgun for special primary something like heritage
Sunshot or if you can't get then epochal integration is your friend

I usually have a shotgun primary for strand and for solar either supremacy or a one two punch shorty like m5
If you can do raids forbearance is also good add clear for engery slot. There's a ton of options

I mean if you want a good weapon without rng or raids do the lightfall campaign. Quicksilver storm is very good and if you do the post campaign missions you get epochal integration

I wouldn't worry about meta loadouts too much for content. If you're doing raids/dugeonsAT MOST you may want:
Lament-crota mainly
Arbalest- ghosts of the deep final boss
Tractor cannon- used in a few including last wish riven cheese ( almost nobody does riven legit)
Divinity- increase dmg and stops ppl missing rockets
Gallhorn- rocket deeps
A decent linear fusion rifle- for when rockets not viable```
If ANYONE has most of these you'll be fine in most content
