Season of the witch portal not opening

It works fine on my titan but can't get it to open on my hunter. I've tried everything, but nothing seems to work.

Done the quest? reloaded the Helm? got far enough into the story to actually unlock it?

I think its a quest thing, just saw I don't have the quest on my hunter so thats prob it

but I have seen the cinematic and did the first mission so I feel like I should have it by now
