For example both blueberries.gg and polygon.com say that Caretaker drops submission and the helm. I believe this to be incorrect from my own personal experience and other people's reports.

That's fair. I've farmed it 50+ times the last 3 days and haven't seen a helm or submission, and most groups I join say the same thing.

it's literally called odds and RNG. could just be unlucky that the 5.4 bajillion people you've asked haven't gotten it to drop

There’s 4 weapons and 3 armor drops in caretaker, so you failed a 1/7 chance 20 times, its not that unbelievable
