Ok so I have been partially keeping a eye on destiny since I left right before the launch of witch queen, only now decided to return because of the recent humble bundle. what should I tackle first?

Beyond Light Campaign for Stasis > Lightfall for Strand = (Could do both on Legendary for free Exotics at the end but extremely tough) > Everything else is...
...your choice of order, whether you do Shadowkeep, or what have you. Exotic Missions are on a rotation in the Legend tab if you didn't get them

Other than the above your pretty much set. There's two exotic missions this expansion, Node.Ovrld for Vexcalibur (V. Glaive) and Star-crossed (Strand Bow that can Suspend)

also how painful is it going to be to get weapon patterns given how much ive missed... and which dungeons are worth the 20$?

Vast majority of weapons need 5 individual patterns and the rotating Exotic Mission gives weapons from that season, though red borders are pretty rare so I'd say use your harmonizers on those weapons

Current plan is to get spire for the bow, and the lightfall one, though ill see how I feel

Lightfall dungeon key is the best one at the moment as their Exotics are very nice with the current meta

Spire bow is kinda niche in my opinion, if you can get it + it's catalyst it's strong in high end content like GM's but doesn't see much use otherwise
The Lightfall dungeon exotics have a lot more use as one of them gives a free grapple point for infinite grenade Melee (catalyst only) and the other gives you Devour on any subclass
