iirc the lightfall campaign/post campaign missions have red borders for the neomuna weapons

do bounties and heroic patrols

#

reload the patrol zone liming harbor and the vex incursion zone until you see a heroic patrol

complete that and you'll have a ~30-40% chance for a red border

Depends on what red border you’re looking for. Exotic mission rotators drop ones from set seasons. most raids, vog and gos exemps, drop their respective weapons with a chance of being red border 1/2

If the raid is in the current rotation then encounters can be farmed for more chances, take a look at the loot tables. Playing the WQ campaign also rewards a few as well as seasonal activities

I’ve done a few and that’s crap I’ve never gotten one- it can’t be that high of a chance

its still called RNG

#

even with 99% drop chance it could be that you have 30 patrols without a drop

im promising you, its by far the best way to farm it. any other acitvity is awful to grind/repeat and even get drops with
