Define a handheld cage. If your just reducing their size like putting a pokemon in pokeball I suppose provided there's no harm and they consent.
If your stuffing their current full sized body into something handheld then at that point I think there's a problem

Ethics viewpoint evolves throughout history. At one point in time, slavery was considered acceptable and even used as a status symbol.
If it’s for eternity, while current ethics standards would disapprove such acts, there’s no saying how the future ethics standards would view this.
I'm pretty sure we're talking about current ethics though, to which I'd say it highly depends on who you ask but I'm willing to bet the vast majority will answer No
