We tried looking in the dreaming city but the mission isn’t there either. To make things even more strange his seasonal missions tab was still on last season. Idk what to do but it’s pretty frustrating. Any advice helps

check the tower/helm's mission vendor
for the tower it's beside the mailbot, for helm it's just before mara's chamber left of the bank
