I did the Europan Explorer 1 quest but Europan Explorer 2 is still locked. Do I have to complete every sabotage quest to unlock empire hunts? I thought it was just those two.

You only need to complete those 2 to unlock empire hunts.

Certain sabotage quests are unlocked through certain post campaign quest (Born in Darkness).
