I have just completed the witch queeen story on my second character with a friend who is on his first but unlike him Ikora doesn't offer me armor exotic choice and not even provide the exotic quest for parasite. Why?

As youve done it on a previous character, you won't get the parasite quest again, you only get the quest once per account.
If you deleted the quest then go to the terminal near the postmaster and pick it back up`
As for the exotic from ikora, all missions need to be done on legendary to obtain it
