I completed cues quest for a cipher but it gave nothing when I went to xur and no I did not have another cipher on me and it wasn’t in the postmaster.

If your inventory is full, the cipher gets discarded and your quest gets completed giving you nothing. It's because ciphers are not meant to get to the postmaster.
