I'm trying to claim the seasonal heirloom for S22 / Witch and it's just.. not there. There's no icon and spamming X does nothing.

press escape to go to the menu for the vendor, then bottom left is the heirloom

Yeah for some reason the S22 vendor table is broken (even on console) just back out of the "Claim Heirloom" menu with Circle or ESC and it'll be in the Vendor Menu for you to claim
