Previous to lightfall artifice armor farms were actually great. Caiatl gave 66+ consistently
Now it's honestly not worth it except for the class item or if you have too much time on your hands. I had really amazing 68* high spiked armor from the previous 2 season tables
The key to triple 100s is mostly a diverse selection of high stat armor with potentially that arti class item + a good exotic roll with 67+
Also depending on your fragments of course.

a 69 total stat legendary piece doesn't exist, they're limited to 68
same with exotics being limited to 71 on some pre-shadowkeep exotics

No because it was 68 and Nukyy is right about legendaries capped 
Pretty sure the master vog armor going around dropping at 69 was a myth / photoshop legend
