I don't think I can give you an exact time, but it will take a while. A lot of pinnacle and powerful sources are locked behind dlc, seasons, or dungeon keys.

You'll be able to get a pinnacle from each ritual vendor, a powerful from the gunsmith, 3 (pinnacle?) exotic engrams from doing any 9 ritual activities,

a pinnacle and powerful from dares, possibly another powerful from crucible comp (don't think this needs latest dlc purchase, think that is just trials), pinnacles from a crota raid completion,

and a powerful from the clan xp challenge each week. Think you will also get a powerful for each ritual vendor and one raid from completing those activities with clanmates.

depending on the week, you might be able to do one of the other free raids and prophecy for a pinnacle when they are on the rotator every 6-7 weeks.

can't remember if those are powerful or just at level drops when not on rotator.

the nightfall will also vary each week in if you'll be able to complete it or not. some weeks it is a free strike and other weeks it requires dlc.

so is it impossible? no, but it will be a grind especially if you don't plan on playing all 3 classes every week. having all dlc doubles or triples the reward sites,

with just having lightfall probably be the best bang for your buck because those activities are the most relevant for awarding pinnacle and powerful reward drops.

but I'm sure there are some good guides out there on how to power level fast as a free player. plenty of content creators have made challenge videos to do at light raids in 24 hours on free to play accounts
