i cant find the 3 quests the lost lament step 4 asking for. it says from zavala and veriks and both have nothing

"Empire's Fall"
"The Dark Priestess"

You haven't completed Beyond Light campaign have you.

Go to Vendors > Variks
On his tab should be Fallen Empire quests one of which is Dark Priestess. If it's not there then you may need to do some Sabotage bounties from Variks

#

Basically the three quests you need are all post-campaign quests from Beyond Light. Reclaiming Europa I believe is the quest to unlock Salvations Grip GL

Which then leads to Empire's Fall which unlocks the Bounty for Dark Priestess

Basically if you don't have Salvations Grip you haven't progressed the post-campaign Europa storyline far enough yet
