Yes to the first three. All enemies have a power level, and being under that level will cause you to take more damage and deal less damage to them. Being over leveled doesn't help though.
Power level won't affect any other stats of weapons as well

I see! So then I'm curious, If my total power level is 1780, but my gun is 1750, and I do an activity that is 1770, like a nightfall i guess, am I doing less damage than i could be because my gun is 20 levels under?

from my testing on edz a 1600 vs 1800 there is a dmg difference even when my power is around 1800
