No they dont stack. 3 surges give you 22% weapon damage. Foetracer gives you "x4 surges", so 25% damage.

You can however run foetracer and 3 kinetic surges, giving you 25% damage for you matching Element and 22% kinetic

Surges are more consistent for shure but you can have some nice uptime with foetracer on solar e.g. since the scorch from your melee procs them and you can use dodge to get melee back

It's still situational tho
